National Security, International Policy & Public Engagement
Siroky’s research has engaged national governments, international organizations, and policy institutions on questions of political violence, conflict, governance, and international security. His policy work has included research, strategic assessment, program evaluation, and advisory engagements in the United States and abroad.
National Security and Government
USAID Senior Country Expert. Siroky was seconded to the U.S. Agency for International Development (USAID) as Senior Country Expert for a long-term assessment of its approximately $40 million annual Democracy, Human Rights and Governance program in Georgia. He conducted extensive interviews with political actors and citizens, analyzed quantitative and qualitative evidence, and produced classified reports with recommendations concerning policy, strategy, and future programming, including responses to malign external influence.
US Dept. of State/US Embassy, Principal Investigator. Siroky led a $250,000 grant from the U.S. Department of State and the U.S. Embassy in Georgia that focused on reforming graduate social science training at major universities in the Republic of Georgia, including Ilia State, Tbilisi State, Batumi State and the Georgian Institute of Public Affairs.
International Policy
Siroky has worked on international policy and as a consultant for the International Rescue Committee, the World Bank (IBRD), the U.S. Embassy in the Czech Republic, the Catalan government in Spain and the National Security Council of the Republic of Georgia.
Research Translation and Policy Analysis
Siroky has written for policy and practitioner audiences on contemporary security challenges, translating research on political violence, conflict, and international security into analysis of ongoing conflicts and national security policy.

I have fielded inquiries from media outlets around the globe, including O Globo and Agência Pública (Brazil), Nezavisimaya Gazeta (Russia), National Public Radio (Sweden), Corse Matin (France), Le Quotidien Jurassien (Switzerland), The Ukrainian Week (Ukraine), La Razon (Spain) and National Public Radio (USA). I have also written op-eds for newspapers in Albania (Panorama), Ukraine (Kyiv Post) and the USA (Arizona Republic and The Hill).
